I don't see why not, the Gateway's just connect to an analog trunk port and those ports need to be auto answered so the call can be routed just like a DID.

No problems with copper trunks at all, and for my first customer that is exactly what was done they went back to a regular PRI, now that is what is being proposed as the solution for the second customer.

I'm assuming that you have a point to point T1 connection between the 2 Norstars and which voicemails are installed at each site? Why not install an AMIS Keycode on both voicemails and you can do exactly what you're asking to do.
