I had a similiar issue recently. It turned out the user was not keying in their old password before keying in there new password so the system kept prompting for the old one until it finally gave the message that the terminal was barred or something to that effect.

I'm thinking that I can use ADMT to migrate the AD over to the final domain, then demote the domain controllers at the branch offices. Then I could promote the DCs at the remote site into the new domain. The only drawback that I can see if the VPN connection between the offices might slow down...
