    What's the user's permission on that PC? Try to put his ID under Admin group or Power user group and see if this will help.

    I had the same bad experience with reinstalling Win os over the top of a previous installation. Last time when I did so (re-install w2k), even MS Outlook stopped working, let alone other none-microsoft s/w. If I were you, I would b/up everything and start from scratch.
