i am a linux novice with no much experience in it but i have a question. How do i block "undesirable" sites using squid.

recently a "professional" changed our squid.config and also deleted both cache and log files. it initially gave as an error "starting squid:/etc/init.d/squid:line 162 2420 aborted" but it could browse. now it is still giving us the same error but not browsing. how can i rectify it.
