Just a quick suggestion, did you verify proper operation of the IST between the 8600's? If you had a IST MLT between the two 8600's and for whatever reason the IST was not working, when you brought up the second links to the edge equipment you would have a loop.
Is the default setting for cp-limit okay for links to the core? By default it is set to 10,000 broadcast and 15,000 multicast.
Also, what effect with DVRMP have on overall traffic? Would the two isolated VLANs (no IP routing) that contains mostly multicast traffic be routed to other VLANs -...

If we placed a BPS in the stack, making it hybrid, the dropped ping issue went away. This only appears in a pure 450 stack in our testing.
We recently upgraded code on a few of our pure 450 stacks and have encountered the dropped ping issue. In speaking with Nortel support, we were told there was a known issue with dropped pings. I have not received any additional information but will pass it along once I get it.

Two things to always check is the hybrid setting and making sure that software versions are compatable...ISVN numbers are key as they must be the same revision. If they are not, the stack will not work...base lights will flash all day long.
Do you have HA enabled? We have had problems in the past when HA was enabled and the switch was booted. You can watch from console and see error messages scroll as the config file is read.
If HA is enabled, try disabling and rebooting.
Are you using IP RIP and/or IPX RIP? If so you will see spikes when the RIP updates occur, especially if you have a large number of VLANs.
We had similar spikes but after moving to 3.7 code, the spikes have been reduced.
The default VLAN on the 8000 series cannot be deleted and you cannot change the VLAN ID, it must be 1.
Since you are dealing with an 8100 layer 2 only switch, you cannot assign a VLAN an IP address. You can assign the management port an IP address. VLAN IP addresses are used for layer 3...
