Um, if I may clarify on the above answer:
You will design for 800x600 but not at that exact resolution...you will need to account for the browser space that it takes up so to be on the safe side we usually design around 720 x 480 so that no matter what clutter the person has in their browser...
Lets say I have a form, in the form I have a list menu. I want it so that when someone selects an object in the list, another layer will open up showing an image of the option they selected. Is this possible? How difficult would this be to do?

I have a problem with a form tag taking up space and creating scrollbars where I don't want them. Turning scrolling=no on a Mac does not work reliably.
