cant you just take a clone of the existing server and apply it to the new server as is and see if it boots up, then upgrade the new server and let 2003 do its magic in pulling your existing domain into AD
127.0.0.1 is the network cards IP address - like a loopback address
obviously the server is ok and the cabel if other clients connect from it.
if you can ping 127.0.0.1 from win 2k then that proves the network card is working.
If its connecting at 10mbps on the same cable as the client that...

can ping dns server which is also the domain controller. nslookup domainname from the client machine sucessfully resolves the domain controllers IP addresses
By the way all the clients and servers can ping one another. I have set the DNS on the 10.83.4 machines to that on the domain controller where DNS is running
Hi i have a win 2k Domain - all clients and servers for example have IP 10.195.7.* which works good but now we have ran out of IP's in this range. So now we assign IP's 10.83.4.* to PC's but these PC's wont connect to the domain. All equipment is on the same LAN.

if you are not using the domain model (why?) then you will need to create a local user account on the server that matches that of the one they use to login to the workstation.
Also it will need to have the same password to be seemless
