If Netgear switch support STP protocol it must prevent organizing loop when two ports of switch is interconnected.
In other case switch not support STP protocol and BPDU can’t flood Ethernet segment. Or STP protocol realization is not correct and STP protocol must be disabled on this switch...
You not say me can you manage switch via console port.
Try entering menu interface and pinging default gateway. Is it being successful?
If it not success, use sniffer on port where exist management VLAN. Can you see BPDU packets, "hello" packets and ARP requests from switch?
You may have this problem if new switch has more priority (MAC address and etc) than existed root.
If you set lover priority value of existed root switch its situation may happened only if root switch go down. And plugging to existed network new switch with default values not called rebuilding...
