    After digging deeper, I found the solution. I had to set the calss attribute to "ou=SAP" in RADIUS, the user was then assigned to the group /Base/SAP.

    I didn't do any thing to mark it as inherited for /Base. When I created it, I added the Group name and had the parent as Base. I think this is what you are refering to, but if there is something else I need to do, I didn't do it.
