In System Properties, go to the Advanced, then Startup and Recovery Settings.
There is a tick box to allow system restart when system failure occurs. Untick this box and see what happens.
do you have any "security" programs like zone alarm or Norton Internet security? These can sometimes be overzealous. Try disabling if you do have one installed.
None of the items have an entry like that listed. i picked one at random and added a key, with 0 as the value.

Unticking the show updates does nothing.

I don't use system restore, and this has been around for a while anyway.
My users will keep the icon as it makes life easier for them when they need to get the IP for me over the phone. I already know of the websites that tell you the I.P. The VERY point of this posting was to get a desktop shortcut created. Which has been achieved.

Have you tried safe mode (step by step sometimes gives a surprisingly good idea of what is holding it up) or a different login account?

Using the "shutdown -s" command, i can create a shortcut with icon to click that will shut down the computer. I can also do a restart, adn lock computer shortcut.
Is there a way to do the same for hibernating the computer?
