ADSL vs Modem.....short packet problem???
In the client server world that you are in now, if you are connected there is not a short packet problem. Short packets would not cause single services not to work. So I think your problem is either your ISP/DSL provider blocking all but known ports to limit your traffic. Or the client software... -

The last responder is correct. If you look at the numbers, a 5 meg file is 5,000,000 bytes, you are downloading at 14,000 bytes per second. So 5,000,000 / 14,000 is 357 seconds or 5.9 min.
