Since you have internal IP for IP Office, there must be a external router/firewall connecting you to internet. You'll need to open and forward ports from your external router/firewall to IP Office. Leave the IP Office firewall to default.

Is this an existing install and was it ever working? If existing what changed? Check to see if any user mailbox is full.
