I would try disabling all the client side only rules in outlook as well as any junk e-mail rules that are running, if this solves the problem start re-enabling the rules one at a time to find the offending rule.

Network bandwidth is the most likely cause. If you are running Outlook 2003 you can change the users over to "Cached Exchange Mode" to try and alleviate the problem.

I had a similar problem with a Compaq server (with HP network card) and the solution was to upgrade the NIC drivers on the master server and client to latest versions.
