Have you tried changing one of the devices through the RME GUI and see if entering the info there works!
If it does you can export the RME info and use that as a template for future uploads.
You need to go to the RME-->Admin-->Inventory--> change Device attributes
and pick your devices then attributes to chnge (you want Telnet and enable passwords) Fill in all relevant (depending on you device configs). clicking finish on each page.
