You can install 6i against 8.1.6 but the installation scripts for the repository assumes that you are running 8.1.7 or higher. Oracle will put the 8.1.7 stuff in a different Oracle home - you have to manually tell Oracle not to use this but instead to use the 8.1.6 home.

Designer 6i does not support UML natively. I have no experience of Rational, but I suspect that it would be able to help you. There were plans for Designer 9i to support UML and for it to be fully integrated with JDeveloper 9i, but these didn't seem to make it in the shipped product.

We've now been able to resolve our problem. We had include the table usage (just as you do in 6.0) as well as the list of values component.
