Update: I resolved the problem by removing the add-on card that was included with the router (I did not require it anyway). The system now boots normally!

I think you are going to have to use COS then, but ptstechnician's idea is simpler since with COS you have to enter 9 followed by F68 followed by the 6-digit password which is 10 button presses total versus 2 for changing the access code to 85 or something similar.
