If you have access to Builder, and want to try making your own module, one option would be create your own Attribute type based on the existing "Text: Popup". As Greg says, 10013 is a Table Key Lookup which is available if you install the "Attribute Extension" optional module. In fact, that's more or less all that module does - adds the TKL attribute type.
