I know in certain types of, account properties, there are delivery restrictions options that can be set in a recipients’ account. The recipient may have simply set restrictions on who can send to it.
I had a similar problem before with a user. In my case the problem was resolved when I had the user login with ……domain\loginname formant instead of just ……\loginname.
I say DITTO on the first option. If that fails, simply login via Outlook client profile pointed to the mailbox on the restored IS,,,then .PST all wanted messages.
