OWA Multiple Servers
You need to make sure that your Exchange servers are under one site, since OWA will not work if your servers on different sites.- okhiary

Access another server via OWA
Guys, Reference to what reggans said that as long as your servers are all under one site then all users can access one dedicated OWA server. I think the problem could be solved if you upgrade all your servers to Exchange 2k.- okhiary
