    On-off button problems

    there should be no problem with voltage/ampère because the atx switch is only switching a signal of maximum 12 volts (don't know exactly, probably 5v) to the mainboard. the only thing you have to look is what kind of switch it is (it only may give contact in the time you're pressing the button)...

    Memory question

    it depends on whether your motherboard supports 133Mhz RAM chips but if it doesn't I actually see no reason why this combination shouldn't work. but I haven't tested it.
