I'm upgrading a 1720 to do qos via diffserv as I type this; you'll have to upgrade to at least ios 12.1T and upgrade your memory to 16MB Mini Flash and 48MB RAM, which from the pricing I've recieved will run you around $170 & $40 respectively. Hope this helps. If you need help configuring it...
