How do I implement a java password authentication

Windows 2000 PC won't restart
Please Help. My PC won't restart automatically since I upgraded from Windows 95 to Windows 2000 Pro. After I click on restart Computer, the cursor sits in a blank black screen, I always have to hold down the power button for 5 or more seconds to turn it off, then turn it back on.
