I use "Scheduled Action Package" It automatically starts "C:\Program Files\Novell\ZENworks\NALDESK.EXE" when user loges in(This gives me an option to turn it off at any time). Use instructions from post above to prevent users form exiting.
I don't know if this will halp but if you want to push out registry key try this in your BAT file "START /WAIT REGEDIT /S" I'm using this to force company screensaver.

Problem Solved!!! I finally found what was causing the problem. The Remote Control Policy was set to run on User Login. I changed it to System Startup and it all works perfect.
