    Methinks you have an ecr card in slot 2.used for nite ring external page control etc. The T-1 limitation is due to the Time slot allocation of the backplane and cpu. Yes if you want all 24 channels of T-1 than the card must go into slot 1 and slot 2 and 3 are vacant.
