We are looking to have an easy Drag & Drop solution to allow users to move e-mails from Outlook in to relevant folders in numerous Sharepoint Document libraries. Once there the Doc Library View needs to show Sender, Recipiet, Subject and Date Received fields in the columns.

Thats sounds like a potential problem communicating with the DCs. Do you have DCs in the 192.168.0.0 site?
If not do the DCs in the 192.168.1.0 have routes to the 192.168.0.0 site and do they get responses to ping.

If you look on the server (SMTP logs) are these messages sent repeatedly from the PC or are they sat in some retry queue on the server being reprocessed?

You could just grant yourself full access to their mailbox and then open it under a different Outlook profile and create a rule that way.

Just endulge me an see if there is any difference using OWA...
There shouldn't be but stranger things have happened.
If you enable some of the additional logging on the Exchange server you may got some extra Event Log messages to give further diags.

Are they trying to send using Outlook or OWA?
It might be a client related issue if they are using Outlook.

If you add the abc456.com exptension to the Recipient Policy in the Exchange System Manasger all you internal users will get that address and be able to receive mail to it.
What ever you have between you border & exchange server will probably need to be told that abc456.com is a valid internal...
Cake - Do you send NDRs etc out for the Spam you receive and what do you use for AntiSpam?
Some products can cause processing delays through sheer load issues.
The symptoms you are describing are typical of mass volume mail and would not surprise me.

A quick and easy way to do this would be to have:
hostname > h:\pc.txt
in your login script to write a text file with the hostname in to the user's home directory (or anywhere).
or even:
hostname > z:\%username%.txt and map Z: to a central location.

Can i suggest you swap the name & decription for Daily as i have seen it cause an issue once before...although i think it was a Win2000 problems long ago.
Apart from that i cannot spot anything wrong with it.
What are the effective NTFS/Share rights on the output folder you have set?
