The first question you should ask is what are the uptime requirements and can your facility act as a co-lo and meet those requirements. If so, than you should not be as stressted.
Also, why use a VPN? TS is encrypted and would be more responsive without the VPN as encryption...

I had a similar issue which was resolved by using Windows Connection Manger to customize the client routing tables(installed via Add/Remove Programs | Windows Components |).
To troubleshoot, I would suggest looking at the routing table on the client before and after the VPN connection.

Surprising to hear of problems w/ Netscreen. I have a client that has a spoke-hub VPN config w/ 4 sites and they have never had a problem. All sites have a T1 and are running the latest ScreenOS.

I use the Performance logging utility that comes w/ Windows. Look through the Web Service object and select the site you want to monitor. You can track anonymous users/sec, etc.
PS - This assumes that OWA is running under it's own site w/in IIS.
