have you tried running NIS from Safe Mode?
if that doesn't do the trick, try installing some other Antivirus software (even shareware could do the trick) just update, and restart in Safe Mode ..
..or you can use some online scanners, as trendmicro (www.trendmicro.com), to re-alive your Norton...
create your own New ToolBar or MenuBar, do not change default ones..
then
change (default) Menu Bar or Tool Bar in Tools-->Startup for your specific app. and save .. it will use "new default" for your app only, and even on other PCs ..
you can also set default MenuBar and ToolBar for each Form...
sometimes this comes up when some codecs mess up one with another, happened to me more than a few times (now not for long time luckily, as codecs became better made) and just had to uninstall all codecs (DivX, XviD, AngelPotion..) and do it back from start.. but after 2-3 times I got realy fast...
