I doubt this is due to proxy arp. What version of 5.4 are you running? I would recommend the latest which is 5.4.0r3a although 5.4.0r4 will be releasing very soon.
Do you have VPN monitoring enabled on the firewall? It appears that you do. VPN monitoring is really meant for site-to-site VPNs between two Netscreen devices. It is not recommended for dial-up VPNs. Try disabling VPN monitoring and that should stabilize your VPNs.
Try this command instead:
unset int untrust vip U.X.Y.Z port 80
Note that if in doubt use the help (?) feature. For instance since it choked on "80" try 'unset int untrust vip U.X.Y.Z ?' to see what options you have.

Should check event log on the Netscreen for a clue as to why it cannot reconnect. For those instances where you are able to connect but cannot route I'd recommend running debug flow basic to determine what is happening with your vpn traffic.
