You could try rebooting and seeing if they're still locked before arcserve loads by trying to rename or move them. NT sometimes has a "funny" about leaving files locked (although a reboot usually relases the lock).

If in doubt. Start off the copy job then type
ARCSERVE DEBUG ON
at the console. You can then see what happens as
the job tries to authenticate. I'd have a look at
any switches or routers etc. and see what packets
might be getting filtered out etc.
