if lines ring on two different exts., calls will fna to the mailbox of the lower numbered ext. that's why it goes to 230's instead of 240's mbox.
that is why 221 is usually assigned as the operator with the general del mbox.
you can do it two ways:

Set-up a Central Answering Position (CAP). The CAP is an alternative to the M2250 and must be a 2616.

you mentioned that you "have issues with new sets" ( i'm assuming its newly programmed/installed sets?) - have you done a side-by-side tn comparison with the "old" sets?
If you call the number for the trunk hooked-up to tn 2 4, where does the call go? or who picks it up?
The lines that get tied-up, is it always the same dialed dn?
Maybe an unsupervised transfer or conference?
