Maybe you have solved this since your question but here's the commands:
mac-security auto-learning aging-time 0 ==> making the entries permanent
mac-security learning-ports 1-48 ==> learning on all interfaces exept uplinks
mac-security learning enable snmp-trap...
Theoreticly you should have something more like 800Mo/s for the gigabit Ethernet.
May be the limitation come from your hard drive or your workstations.
Have you checked that ?
May be your port is administratively down, you can't make it work with device manager. You have to go on CLI and type the following command:
config eth <your port (ex: 2/6)> stat enable
have you checked the multicast/broadcast limitation on your port ?
You should have this kind of entry in your log
