The reason the calls work on external calls is because the routing is fine between the IP Office and the phone. From phone to phone the routing is broken and unchecking direct media path makes the calls go through the IPO.

My guess is your upload speed isn't fast enough or delayed to much or both. If someone else had no issues at a different site they may have a better link to the internet. Try playing with compression to see if going up or down helps. If going to higher compression helps then the upload...
I have done this using qsig on the T1/PRI interface. Then in the incomming call route is how i routed the faxes right back out the t1 interface to the brooktrout card.
I have recently worked on a client of ours who has this setup. I didn't do the setup so I am not sure how long the calls go between the two systems but I can give you the configurations.
