    SQL+ loader is a tool for Oracle database so check manual for that ,but second way its very simple start an empty access database select tables right click and select link tables then make connect to your oracle database(don't forget odbc connect in Control panel), when link tables be ready then...

    Create your oracle tables as excel one,then you have two ways to solve this first save your excel data as text format then use SQl+ loader to insert your text file which you saved before. second way user access to make a link to oracle tables then copy your excel tables and paste it on this link.
