    Inform the users that this is part of company policy and that in order for them to continue to use IT resources they must follow policy. If their account is unsecure it affects more than just them, it affects the entire company... but i guess your looking for a more techincal solution..

    Imagine several file servers with NT4 that are upgraded to 2k Server and then again to Server2k3*. During this time folders were created and removed, now after years of just carrying over old security settings without questioning why, the DC is full of Security Groups that may or may not be used...
