You can free up some resources by unchecking unneeded programs from under msconfig's startup tab so they're not loading at startup, running in the background and using up resources.

Well if it's in the temporary internet files folder then delete those files through internet options and that should get rid of it. It that one file won't delete then restart into safe mode and remove it from there.

Not sure. This a guess but in the Windows folder is there a file called HOSTS with no extension? (Not Hosts.sam) If so rename it to GHOSTS and then try the site.
