To retrieve deleted item, go to the Deleted Items folder. Next click on Tools, Recover Deleted items.
If possible, give the offenders supervisor permission to open the mailbox. That way the supervisor can do the monitoring, and you won't have to be the one doing the dirty work.

The users will have to attach the pst file to their profile and then move all the messages into their Mailbox. Make sure the profiles are setup to deliver mail to the Mailbox and not Personal Folders.
