Well, I'm ready to take Ben's advice and just sledgehammer the whole thing!
I ended up removing any reference to Upper and Lower limit and all it did was just cause my whole system to hang on log in and my Keyboard/Mouse no longer works.
Time to do a restore!!!
Well, this is interesting, I have 24 instances of HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}
and they don't contain the same information. Any ideas?

Thanks ... you nailed it. I took a look at the motherboard and, fortunately, caught it as only two or three were minorly leaking. Turns out the manufacturer has a pretty bad reputation so I'm going to try to replace all 12 before they cause any more problems.

Here's the problem: there is a strange permission issue and we are unable to get services installed when running the installation on one particular piece of software (other applications are able to install services). What we'd like to do is to just install the services individually ourselves...
Well, there are no errors to speak of in the Event Log. But, the error is an InstallShield error message on the install. It seems to be a permissions issue as I can still install anything that does not try to create a service. It's weird!
