Try making a shortcut to the groupwise program and forcing the path /@u-userid /ph-post office path in the targe path... c:\groupwise\grpwise.exe /@u-userid /ph-post office path. You should only have to use the force once. If that does not help I would run maintenance on the user mailbox.
Make sure your router and server are using the same protocol (IP) and that your workstation is pointing in someway to the router either as the default gateway or a route add.
Do you have separate access control settings? If so, make sure you don't have blocks on their class of service (prevent outgoing mail) to the domains you are having problems with.
