almost impossible to be anything other then layer one.. if it was a power supply it would be all analogs.. it could be two bad ports.. but the same problem on two cards. at the same time.. in 30 plus years i have never replaced a card due to dropped calls...

nortel made a box for home use. it did a basic dial in then enabled a digital set at home... it's been 10 years and voice over killed the app but look in that direction... i would price fiber to the new area and add a remote cab.. any solution is going to add to the budget... fiber remote or...
sounds like a bad hk switch, doing a flash as it hangs up.. if it is system wide it it a timer... years back we added ftr phd to each set to stop perm hold.. simular to what you have described... perm hold does the same thing IF the far end hangs up...

didn't read any of the replies... red alarm is no layer one between you and the far end... unplug a cable on any t, it goes red... from the back of the switch put a loop back toward the switch... if red goes yellow. move the loop back to the next connection...
nothing you do in software can...
