But, how can an online purchase be paid for if the purchaser does not have any of the above? (Other than sending money via snail mail). Is there a system where the consumer can...

It appears the only way I can accomplish what I want is to use Vragabond's idea. Not quite what I wanted though.
I didn't want an additional scrollbar, but it looks like that is the only way to do what I want to accomplish.

It was mostly part 2 that I wasn't sure about, ensuring that the height (not the width, typo) is capped off in larger browsers.
And now I know making all statements in % will ensure correct ratio is preserved between divs.
