Have you shut it down and restarted? That should remove it from safe mode and startup in normal mode.

Do not try and run mscongig it's spelled wrong. Unless you know what your doing I would not try and shut down programs which load at startup. They (most of them) are required for your system to run.

This cd-rom is an old type cd-rom which requires the old type drivers which must to loaded in the autobat and config.sys file at start up., its not an IDE cd-rom. I would trash the cd-rom and buy a new one for 20-30 buck at Best Buy or the likes when they are on sale.
Do you have a winME start up disk? If you do use it and at the prompt hit number 1 which is load with cd-rom support.This should do the trick and now load winME from your cd-rom. I also copy the win directory from the cd-rom to the c drive and run setup from c:\winme directory.
Try another HD as master and put this one as slave. If its runs to the c:\ then fdisk and format the slave drive. This should clear up the problem.
Reinstall it as the master (change jumper pins) and it should work
