I had the same problem. I found Microsoft Knowledge Base article 262256. It is for Windows 2000, but since they are very much the same, I took a chance. It solved the problem. Take a look at it.

There is a way to access NTFS files from Dos! It is called NTFSDOS. I don't remember the supplier, but I know that the read version is a free download and the read/write version is several hundred dollars. I used the read version in my Windows NT4/ windows 98 dual boot days.
