There is no native MSI - you can see this by extracting the EXE. It has an update.exe - that is all.
You can make your own MSI - I can't think of any reason why it won't work with IE7.

Delete the A record for the server (in dnsmgmt.msc)

This removes all cached entries from client and the server, and should remedy and DNS server...

If sysvol is not on c - you need to make it on c:. Sysvol is not a standard share. Apart from being important, it has symbolic links attached to it.
Once the sysvol is on c: - you can expand the partition using partition magic etc.

If you want to combine NICs, Windows 2003 comes with the Intel ProSet, which from memory allows this to occur with the right Intel NICs.
