I tried this with the same results as without it. It is strange that if I use dial by extension it is seen as an external call. But if I use dial by name it is seeing it as an internal call.

After a Process has been started, I can go into the Windows Task Manager and right-click on a process and then set the priority. This priority is reset to normal when I end the process or restart the computer.
