Clear the board down to just the ram and processor and see if it beeps. If it still does then try different ram. Trial and error with each component.
Check to make sure the refresh rate of the monitor hasn't changed.
Also set the monitor to its lowest resolution. Maybe 640x480.
In safe mode.
Then reboot and bring up the resolution from there if required.
Sounds like an unsupported resolution by the video card.

Can you do a "Check Name" inside Outlook 2003?
If not try pinging your exchange server for Outlook 2003.
If you can't ping it, try pinging it on another machine.
Check your DNS settings for your nic card.
