The actual server name didn't make a difference when I restored recently. The important things were the Site and Organization. Windows 98/2000 peer to peer weird problems
In the event that it's not the file/print sharing, if you haven't already, try reseting (unplug/replug for simple switch) your switch or re-arranging where these pc's are plugged in. Possibly your switch went bad on these ports. If you still have trouble with the Win98 PC's this is not the case...- GrmpyGs

Recover Exchange server
I may be wrong but, I believe you could delete the old server, bring in your clone (must be exactly same), once online, run consistency adjustment to "create new directory entries for mailboxes that do not have a corresponding directory entry". There are other options within this...- GrmpyGs
