Kill the following programs in task manager: RDS.exe carunjob.exe then you could turn off all the engines and delete the .qsd folder and restart the engines and resubmit the jobs.

When someone updates a contact in outlook we don't see the change in the same contact through OWA. What am I missing or what replication is turned off?
