if it is all of your messages, have you changed any of your network settings lately, DNS, firewall, etc? Either of these could be the source of your problem.
Since many IM applications can run on port 80 blocking ports at the firewall never seemed to get the job done for me. Websense (http://www.websense.com) enables you to block all instant message traffic.
Using Server 2000 Group Policy to deploy msi packages, how would I control the distribution of the patches? For example, Windows XP machines get the XP security patches and Windows 2000 get the 2000 security patches?
I believe that the problem is with the users that are allowed to logon to the server. If the server is a domain controller you can setup which users can and can't logon to it through the Domain Controller Security Policy.

If you do not have to accomplish this task through regini it can be accomplished using Group Policy
computer Configuration | Windows Settings | Security Settings | Local Policies | Security Options | Do not display last user name in logon screen
