1) Either create a new mailbox or use an existing one.
2) Create a new distribution list. Add the 400 users to the new DL.
3) Give the DL Reviewer privileges to the calendar from step 1.
The first thing I would do is to disable whichever of the 2 NICs is not absolutely essential for functionality. We have seen cases where the addition of a second functional NIC would, in and of itself, use up to 90% of the available CPU cycles.
In Exchange Administrator select File|New Other|X.400 Connector...

Since the client has to be logged in to make changes to the calendar, I'm not sure that it matters. Set the update interval to 1 minute and it should update almost immediately.
Take a look at Praetor from Computer Mail Services, Inc. You can download a trial copy of Praetor at their web site, http://www.cmsconnect.com/downloads.htm. It should be able to do what you want.

See Chapter 12 of the MS Office 2000 resource kit. You can set the automatic update frequency for the calendar in Outlook 2000. Use Options|Calendar|Calendar Options|Free/Busy Options and set the "Update Free/Busy information" frequency.
