the dvsoft is installed when u install some types of video editing software, you have to delete the Dvsoft.dll to bring it bact to the ms DV
youll find it in your control panel/sound & multimedia/hardware/video codecs
try using another program to scrub to the camera , scenalyser has a trial pgm that will do & has helped me in the past to figure out things , it will give you a message as to whats wrong if it has trouble, sometimes a driver will try to scrub using ntsc to a pal system or vice versa...

you can unlink you Video from your audio by right mouse clicking on your video & selecting unlink audio & Video
if you only want to affect your Video with cuts and new scenes but want to keep the overall length sync to the audios length, move your Video after unlinking to Video 2 the audio...

make sure you have all the latest drivers for Directx, your export card as well as the latest premiere update eg Premiere 6 has 2 updates to fix problems
Also check to see that your not trying to export NTSC to Pal or Vice Versa (your microsoft dv exporter has a Pal or NTSC setting)

in you video effects folder you should have Quicktime, drag it to your clip and select COLOR TINT /sepia
Quicktime also has FILM NOISE /hairs& scratches or dust and film fading
These should give the desired effect
